Plutocrat
The Plutocrat is a Cashbot Manager Boss who was introduced as part of the Hires & Heroes Update. He can be fought in Mozzarella Styx Pizzeria located on Sleet Street in The Brrrgh after unlocking the Kudos task Joining The System. He was first revealed during the cogs.ink ARG.

Cheats
- Cog Capacity has a soft cap of 4 at the start of Phase 1. Increases for every usage of Deep Freeze in Phase 2, up to a max of 6.
- Grunt Cogs do not start naturally spawning until Phase 2. They spawn on every odd-numbered round (9, 11, 13, etc).
- Grunt Cogs that spawn from this odd-number function are always Cashbots with a Level range of 10-15.
- Chance for a Grunt Cog to be executive in this fight is 25%.
The Plutocrat has a Lure Resistance of 1 round.
At the beginning of the instance, there will be three of the Plutocrat's five Satellite Investors that the Toons will have to fight first before the Plutocrat takes matters into his own hands. The remaining two will eventually follow behind afterwards (seen in Deep Freeze), always next to the Plutocrat whenever spawned. All five satellite positions are entirely randomized. For information on the Satellite Investors and how they work, visit the Satellite Investors page.
In Phase 1, whenever a Satellite Investor is defeated, the others receive a damage boost. If 2 Satellite Investors remain, they will each get a 30% boost, and if only 1 remains, the boost will be 60% instead.
During Phase 2, on rounds 7, 10, 13, 16, 19, and so on, the user of this cheat will give every other present Cog 40% damage resistance for 2 rounds. A random Satellite Investor will use this cheat, but if none are present, the Plutocrat will do the job himself. The internal round counter for Slush Fund does not change if on any Slush Fund rounds there are no Cogs to buff.
This cheat will drop the temperature of the room below freezing for the next 3 rounds. At the end of the next 2 rounds after this cheat is used, all Toons will take 15 damage (reduced to 12 damage during Deep Freeze). If Deep Freeze is triggered during either of these two rounds, no damage will be taken from Snow Squall on the turn Deep Freeze activated. At the end of the third round after Snow Squall activates, the Plutocrat will return the temperature of the room back to normal. The Snow Squall round cycle is based on whenever the first Snow Squall triggers, and there is always a 6 round gap between each trigger of Snow Squall once the first one triggers. The first Snow Squall can trigger on round 7, 10, 13, and so on. If the first Snow Squall triggers on round 7, the next time it triggers will be on round 13, then on round 19, and so on. If the first Snow Squall triggers on round 10, the next time it trigger will be on round 16, then on round 22, and so on.
Replaces Soaked for the whole second phase. Automatically placed on every Cog during Snow Squall.
Frozen Cogs have a 25% reduced dodge chance, Zap will be able to hit those Cogs at 50% effectiveness and will not be able to jump, and these Cogs also have a 10% damage reduction. Frozen Cogs will Shatter upon destruction, which will cause them to deal 50% of their maximum HP as damage to adjacent Cogs. The damage from shatter is unaffected by things such as Frozen, Slush Fund, and Throw's Marked effect.
Inflicts all Toons with Deep Freeze for two rounds. While in this state, the Toons cannot use Unites and their attacks play after the Cogs' attacks, but they have 20% damage resistance. Although the Toons get to select their Gags before the Cogs attack during Deep Freeze, each Toon's Aggro stat for each Cog does not change until after they use their Gags. Each usage of Deep Freeze summons a remaining Satellite Investor, and increases the battle's Cog capacity by 1. If the battle is already full, the Investor will wait until a slot is open to summon themselves. This cheat triggers once the Plutocrat reaches 4800 health or lower, then again at 2400 or lower. While highly unlikely, the cheat can be extended if multiple milestones are reached within one or two rounds of attacking.
The Plutocrat gains 1 stack of Market Bubble on every instance of damage taken, including Splash. Each stack of Market Bubble increases the damage dealt by the Plutocrat by a flat +3 and the Shatter damage taken by the Plutocrat by 5%. Shattering a nearby Cog will remove all stacks of Market Bubble and will make the Plutocrat take 25% more damage for 2 rounds (the Shatter turn and the turn after). During this vulnerable state, the Plutocrat cannot gain stacks on Market Bubble, and should be timed carefully if a team wishes to capitalize on the extra damage.

While you could rely on Unites and Prestige Throw for healing, they may not be enough when things go south and your team is backed into a dangerous situation.

A very strong and very important main damage dealer to the Plutocrat and the Satellite Investors in Phase 2 when combined with Lure, and is a good additional boon to Drop's damage due to the Marked effect. Having both Throw and Drop for single target damage output is ideal. Having both means having a higher stock of single target damage options, meaning a higher overall damage potential as well. The former is safer as Lure + Throw relies on only one accuracy roll for the full damage, and if the Throw is Prestige, can also provide some self-heal on top of that.

Throw's Prestige is incredibly useful for this fight, allowing you to deal reliable damage while having to spend less of other resources on healing. This Prestige notably allows for more aggressive tactics during Deep Freeze; but it should not be the sole source of healing while under that effect, especially if the Plutocrat's Market Bubble was not popped before going into it.

NOTE: The strategies below are for the second phase of the Plutocrat battle. For strategies on the first phase or of the Satellite Investors in general, please visit the strategy section of their page.
Phase 2 of the Plutocrat battle is about weighing risk versus reward and punishing careless actions. Be sure to keep track of Slush Fund and Snow Squall rounds.
- Focus attacks on the Plutocrat when he is not accompanied by a Satellite Investor. If one of the last two Satellite Investors is in the battle, focus your attacks on them. They threaten non-negligible damage to your team and Slush Fund on Plutocrat.
- Ensure that Satellite Investors are Frozen before you defeat them or you'll miss out on massive damage.
- If a Satellite Investor is low health, Squirt or Sound make good choices for Shattering it. They damage both the Plutocrat and the Satellite Investor, increasing the Plutocrat's Market Bubble stacks so that the Shatter damage from the Investor is increased.
- All Cogs are only perpetually Frozen while Snow Squall is active. If Snow Squall isn't active, you can still soak any Cogs you want to be Frozen. If the Cog dies to Squirt, it will still Shatter.
- The most dangerous cheat in the fight is Deep Freeze, as it disables all Unites and causes the Cogs to attack first for two rounds. It's not uncommon for Toons to go sad during Deep Freeze due to bad luck and/or needlessly risky moves taken. However, there are strategies to ensure Toons don't go sad during Deep Freeze:
- If the Market Bubble is dangerously high and a Satellite Investor is not present, remember that Shattering a normal Cog still works to pop the bubble. This is recommended if you want to be extra safe before activating Deep Freeze.
- When the Plutocrat uses Deep Freeze, there is ample time to Unite during the Deep Freeze animation. It is advised that someone uses a Unite during this animation if not before it even starts if even one Toon is at low enough Laff.
- Deep Freeze's 20% damage resistance should be not be solely relied on to keep your team alive. Playing at least somewhat defensively, using things such as Lure, Toon-Up, and Unites (before Deep Freeze activates) while ensuring that the Satellite Investor that arrived can soon be shattered is highly recommended.
- As an alternative or supplement to using a Unite before Deep Freeze activates, you can set up a Daffy Don or Flippy IOU to further ensure that no Toon goes sad during Deep Freeze. Sues and Counterfeits are also still usable.
- It's advisable, especially if the Plutocrat has many stacks of Market Bubble, to activate Deep Freeze on the same round that someone uses either Hypno-goggles or Presentation due to their Lure duration being long enough to keep normal Cogs completely Lured during both turns of Deep Freeze.
- It is not advised to kill any regular Cogs during Deep Freeze, as it will cause additional unlured Cogs to join the fight and deal damage the following round.
