Operation: Break The Law was a 9-month-long special event composed of three phases. This event started on October 25th, 2019, and lasted until July 24th, 2020. The 'OPERATION: Break The Law PHASE ONE' blog post announced the beginning of the event.
Operation: Break The Law, announced by Resistance Ranger Rocky, targeted Lawbot Headquarters and aimed to completely take down the Headquarters itself! Defeating Lawbot Cogs rewarded Toons with dockets, an event-exclusive currency used to purchase unique cosmetics. Many ToonTasks exclusive to this event could be completed for even more rewards. Lawbot HQ would receive visual changes throughout the event, having its landmarks vandalized by Toons. Additionally, Operation: Break The Law provided many new story elements surrounding the Chief Justice and the Resistance Rangers. The setting for the Main Menu was also changed to Lawbot HQ during the event.
Operation: Break The Law came to an end with the v1.1.0 Update. Here, the Lawbot Cogs and Headquarters itself received a complete visual makeover. The new Specialist Lawbot Cogs were added and the Chief Legal Officer would officially take over the Chief Justice's position as the head of the Lawbot Department.
Phase one of Operation: Break The Law started on October 25th, 2019 with the v1.0.14 Update. Phase one was kicked off by an announcement from Resistance Ranger Rocky, going over the goals of the operation and encouraging Toons to take down Lawbot Cogs to obtain dockets in exchange for cosmetics at the Resistance Outpost. However, Rocky's plans would be interrupted by Count Erclaim, as the start of this event coincided with Halloween 2019. During phase one, Lawbot Headquarters was splattered with large pie marks, the gavel of the Chief Justice statue was left lying smashed into the ground, and the statue held a giant banana in the its hand and a Shtickerbook in the other.
New Content
Lawbot Cogs would now drop dockets, a currency that could be exchanged for cosmetics from Webster in the Resistance Outpost, located at the end of Polar Place right outside Lawbot HQ. The Resistance Outpost would replace Open Fire Chestnut Roasting during this event. Lawbots defeated in DA Offices and the Chief Justice battle rewarded 50% more dockets.
The Resistance Clerk Reid Stock setup a Gag Kiosk inside Lawbot HQ, allowing Toons to restock their Gags quickly, but at an increased Jellybean price.
DA Office D's were secured by the Toon Resistance! The Cog levels inside DA Office D's were significantly reduced (each Cog's level was reduced by 4 levels).
Two Break The Law exclusive ToonTasks would be given out in phase one given out by Rocky. These tasks would tie into the Halloween 2019 event.
Elphabat and Hexa Decimal could be found in Lawbot HQ as part of the Halloween 2019 event, along with the Count Erclaim instance. Doe Vinci could also be later found at Lawbot HQ.
Count Erclaim
The Count Erclaim 2019 battle
Count Erclaim made his return during phase one of Operation: Break The Law. His Abode was relocated inside the Chief Justice statue in Lawbot HQ. Defeating Count Erclaim rewarded Toons with Shkrafting Materials. Rocky would make mention of Count Erclaim's reappearance in the Locked up Claims task, requiring Toons to infiltrate a District Attorney's Office and gain access to Skelepire Keys. Skelepire keys were items that increased the materials gained from Count Erclaim's fight with a key being consumed on completion. These keys were obtained my defeating DA Offices and the Chief Justice. After gaining access to Skelepire Keys, Toons would be tasked with defeating Count Erclaim himself.
The difficulty of the Count Erclaim fight depended on the average tier of Lawbot Disguise of the Toons going in. At the time, Count Erclaim was a Version 2.0 Cog ranging from level 10.exe to 20.exe and could not be fired. Sads the Skelecog had a rare chance to replace the Count Erclaim instance upon entering. The Shkrafting Materials gained from Count Erclaim could be traded in for cosmetic items by speaking with Elphabat. Additionally, dockets could be converted to shkrafting materials on its Shtickerbook page.
Phase Two
Phase two began on December 16th, 2019 in the v1.0.15 Update along with an accompanying blog post by Reid Stock. With Count Erclaim gone, a second outpost was made inside the Chief Justice statue, relocating Reid Stock and the new resistance rangers Scout and Vinny. Lawbot HQ was further vandalized in phase two, with the Courthouse entrance being nearly destroyed and the Chief Justice statue now holding a sandwich in place of his law book.
Christmas 2019 took place during part of phase two, and the Chief Justice was replaced by the Witness Stand-In on December 25th, 2019 in v1.0.15.2. The Witness Stand-In later got new music tracks exclusive to his battle. A new resistance ranger, Elvis Purrsley, could be found stationed out in Cashbot Headquarters in v1.0.15.4. Many more ToonTasks exclusive to Break The Law were unlocked during phase two.
New Content
The Resistance set up a new outpost inside the Chief Justice statue in Lawbot Headquarters. Reid Stock would be relocated here along with the new resistance rangers Scout and Vinny. Doe Vinci would be located in the original Resistance Outpost.
New cosmetic items were added to the docket shop. Additionally, Toons could purchase Lawbot disguise parts and Subpoenas from the shop.
Vinny would upgrade the Laff and Gag barrels found around the Courtyard in exchange for dockets. Laff barrels would have their heal amount increased, and Gag barrels had their level and restock amount upgraded. This was exclusive to phase two of Operation: Break The Law.

Elvis Purrsley made his debut in this phase. Toons would be introduced to him by Rocky in the Cashed In task.

New Collectibles were added to phase two being the six pink slip pieces in v1.0.15.6. The six pieces could be found in various places and gave multiple rewards. Obtaining four pieces rewarded the "Break the Law!" profile background, five pieces rewarded the "Pink Slip" nameplate, and all six pieces rewarded the "Pink Slip" Cheesy Effect. The seventh final piece would not be available til phase 3 of Operation: Break The Law.
Pink Slip Locations
The pink slip pieces were part of an in-game ARG during Break The Law phases 2 and 3. Toons could collect these pieces by finding them in various areas of the game. Hints about each piece were released as part of a puzzle released by the Corporate Clash crew on various social media platforms and Discord channels. Not all pieces were available immediately, as they released sporadically throughout the event.
Pink Slip Piece 1: CJ Gavel (Released December 30th, 2019)
Pink Slip Piece 1 was obtained by standing near the fallen gavel in Lawbot HQ's Courtyard and using the SpeedChat event phrase: "Toons of the World, Break the law!" This piece was hidden underneath the fallen gavel. A hint released on social media included the Chief Justice's pensions discovered by the resistance. The company's name "Under the Gavel Inc." alluded to the piece's location.
Pink Slip Piece 2: Sellbot Factory Side Entrance Elevator (Released January 6th, 2020)
Pink Slip Piece 2 was obtained by standing next to the Sellbot Factory Side Entrance elevator and using any SpeedChat phrase that causes the Toon to use the jump emote. This piece was hidden in the top-left corner of the elevator door. A hint released on social media showcased a memo between Robert Cyger (the Chairman) and a censored Allanwrench Bravecog (the Senior Vice President). Some words in the memo are italicized or jumbled and smudged, which indicates how to obtain this pink slip piece. The smudged words in order are "side," "factory," "slip," and "jump," and the italicized words are "entrance" and "corner."
Pink Slip Piece 3 was obtained on the train tracks of Cashbot HQ, directly beside the Dollar Mint elevator. Toons would then need to click on the pink slip piece to obtain it. A puzzle was released on social media which players could solve to discover clues for this piece.
This was he most involved ARG of Operation: Break The Law. The puzzle was split into 5 parts, unlocking a series of in-game fragments of an imgur link - each hidden at an in-game area using the hints

Pink Slip Piece 4 was obtained underneath the fallen pillars outside of the Lawbot HQ Courthouse Lobby. A memo was posted on social media hinting to this piece's location along with a YouTube video revealing an audio recording of a discussion between the C.E.O. and the Chairman. The title of the video is in binary which translates to "Failure." The following is a transcript of the video:

Pink Slip Piece 5 was obtained by clicking underneath the Drowsy DreamlandToon HQ Tower. This puzzle involved Doe Vinci drawing on and ripping up a vital memo from the Chairman released on social media leaving Rocky furious. By manually piecing together the memo, it revealed a small 3-box key that could be used to reveal the hint towards "DDL TWR" by using the right-side column.
Pink Slip Piece 6: The Brrrgh (Released January 31st, 2020)
Pink Slip Piece 6 was obtained by clicking on the piece located beside the Polar Place tunnel entrance next to one of the trees. The hint for this pink slip piece was an image of the Chairman in Bossbot HQ. There is one pinetree covered in snow, hinting towards this piece's location.
Pink Slip Piece 7: Witness Stand-in ARG battle
Pink Slip Piece 7 was obtained in phase 3 of Operation: Break The Law by defeating the Witness Stand-in's ARG battle with four players or less.
Phase three began on March 23rd, 2020 with the v1.0.16 Update and an accompanying blog post from Rocky and the Toon Resistance. This was the final push to topple the Lawbot Department. A new ranger named Cannoli was recruited, and Tutorial Tom was brought out of retirement as Ticket Tom. Additionally, more exclusive Break the Law music and Toonstasks released for phase three. April Toons 2020 coincided with parts of this event, where Toons could fight against the Redd 'Heir' Wing located in Count Erclaim's Abode in Lawbot HQ. Many unique rewards were added during this phase, and Toons could once again convert dockets to shkrafting materials thanks to the return of Elphabat.
The resistance rangers would stage an attack against the Witness Stand-In and take him down for good. This marked the end of phase three and Operation: Break The Law as a whole, ending on July 24th, 2020 with the v1.1.0 Update.
New Content
Cannoli and Ticket tom were recruited to the resistance rangers and could be found inside the outpost at the Chief Justice statue.
Summon boosters and raffle tickets were added to the docket shop at the Resistance Outpost, purchasable in quantities of one, three, or five. Cosmetics items would also be added to the docket shop throughout the event.
A Summon Booster was consumed upon defeating the Witness Stand-In and would double the amount of Summons rewarded from the fight.
Raffle tickets could be used to enter the prize pack raffle with a chance to earn official Toontown: Corporate Clash merchandise.
Toon-Up and Gag Barrels in the Lawbot HQ Courtyard are no longer upgradable by Vinny and use their fully upgraded values by default. In place of the upgrade shop, Vinny opened his "Throwable Amusement" shop where Toons could trade dockets for a limited supply of overworld-use Throw Gags.
The Gags purchased by Reid Stock would cost dockets instead of jellybeans during phase three of Operation: Break The Law, purchasable at one docket each with discounts for purchases in bulk.

All the April Toons 2020 content, including Redd 'Heir' Wing, Sads the Skelecog, and Elphabat, was available during phase three from April 1st to April 18th, 2020.
The Witness would get his own secret manager battle later in the event. Accessing and defeating him this way would grant exclusive rewards.
A secret cutscene was added to the outpost in the Chief Justice Statue. The cutscene was accessed by purchasing throwables from Vinny and hitting Vinny, Reid Stock, Scout, Elvis Purrsley, and Cannoli in that order with the throwables. In this cutscene, Elvis would question the tactics of the resistance rangers as they all discuss the events seen in the "A Last Stand to Witness" comic.

The resistance rangers hosted a raffle during phase three. Toons could obtain raffle tickets and give them to Ticket Tom to enter the raffle giveaway. Each raffle ticket submitted increased the chance at winning an official limited-edition Toontown: Corporate Clash physical prize pack! Raffle tickets could be earned in one of three ways:
Completing a DA Office (low chance to earn a raffle ticket)
Defeating The Witness Stand-In (high chance to earn a raffle ticket)
Purchasing packs of tickets from the Toon Resistance Outpost Docket Shop
Tickets could be purchased in quantities of one, three, or five.
Purchasing tickets increased the prices by a certain Docket count, based on which pack was purchased.

Witness Stand-In ARG Battle
The Witness Stand-In ARG battle
In v1.0.17, the Witness Stand-In got an exclusive Manager battle where Toons could face off against him directly in turn-based combat. This battle replaced the scale round of the Witness Stand-In fight and could only be accessed under certain conditions. To access the ARG battle, Toons would need to board the Courthouse elevator with 4 or fewer Toons, defeat the first Cog round, and fill all 12 seats with Toon jurors. The Witness Stand-In was a level 50 Manager Cog and had two cheats: Jury Notice and Cease & Desist. More information about this battle can be read on the Witness Stand-In page.
Defeating the Witness Stand-In in his ARG battle gave Toons multiple rewards. They would get a promotion for their Lawbot Cog Disguise, Department Experience, Summons, a raffle ticket, and a summons booster. Defeating him for the first time would give these exclusive rewards: The seventh pink slip piece Collectible (rewards a Pink Slip boss reward if all previous six pieces were collected), the "Artificial Progeny" Toon profile background, the "Atticus' Desk" nameplate, and the Witness Stand-In hat.

Story Events
Operation: Break The Law included many new story elements for Corporate Clash. It surrounded the inner workings of C.O.G.S. Incorporated, the Lawbot Department and the Chief Justice, and the overall conflict of the Toons and Cogs.
Note: The events of Operation: Break The Law as they transpire here are no longer canon to the official story of Toontown: Corporate Clash.[1]
Phase One
October 25th-November 13th, 2019
Operation: Break The Law is announced by Resistance Ranger Rocky. The operation aims to shut down the Lawbots' legal system and destroy Lawbot Headquarters, marking the end of the Lawbot Department as a whole. This plan requires the Toons of Toontown to infiltrate the Lawbots' Facilities and gather as many legal documents as possible to collect more intel on the Lawbots. Webster and Reid Stock would also aid in the operation. Reid Stock occupied a Gag Kiosk in Lawbot HQ for Toons to quickly refill their Gags after battles. Webster handled the Lawbot documents, decoding them and rewarding Toons for collecting more. A Resistance Outpost was constructed by Builder Bob and set up on Polar Place, right outside Lawbot Headquarters.[2]
However, a wrench was thrown into Rocky's plans with the unexpected appearance of Count Erclaim. The Count set up his abode right in the middle of Lawbot Headquarters and brought the Halloween season with him. Rocky instructed Toons to storm Count Erclaim's abode and defeat him. Eventually, the Halloween season would come to an end. With the Count defeated and his abode blown to smithereens by Toons,[3] Count Erclaim fled Lawbot Headquarters and the resistance's plans could resume.
October 29th, 2019
Flying overhead in her plane, Doe Vinci found herself spellbound by all the spooky Halloween decorations in Toontown. Not wanting to miss this opportunity, Doe Vinci attempted to take pictures of the town, but her recklessness caused Doe to fall out of her plane and crash in Lawbot Headquarters. Webster found her and quickly brought Doe Vinci to the Resistance Outpost, where she'd be recruited as a member of Operation: Break The Law.[4]
December 25th, 2018
Meanwhile, instability was brewing in C.O.G.S. Incorporated due to one John Robolts, the Chief Justice. About ten months prior, he was subject to a performance review held by The Chairman. The Chief Justice's mismanagement of the Department's funds drew the ire of the Chairman, who would reprimand John for his incorrect practice of criminal law instead of corporate law. John's indifferent response did not please the Chairman, and he would soon prepare to fire the Chief Justice.[5]
Phase Two
December 7th-16th, 2019
With Count Erclaim gone, the resistance rangers prepared to launch phase two of Operation: Break The Law. Resistance Ranger Scout suggested placing their next base in the Chief Justice statue in Lawbot Headquarters, where Count Erclaim's abode was previously located. After Scout had located weak points in the Headquarters' infrastructure for demolishing, their plans would commence. The new outpost was built and Resistance Ranger Vinny set chains of TNT to blow up the Lawbot Courthouse entrance.[6] With phase two now underway, the resistance rangers provided more resources for Toons aiding in the cause, such as Gag barrels set up in Lawbot Headquarters, and Toons all around continued to wreak havoc on the Lawbot Department.[3]
December 17th, 2019
Furthering the operation, Toons would aid Scout in setting up cameras in the Lawbot offices as to gather more intel.[7] These cameras discovered an important document, leading Scout to infiltrate the office and retrieve it.[8] Decoding this document revealed a notice issued by the Chairman to the Chief Justice, informing him of an upcoming performance review on the 25th of December.[9]
December 25th, 2019
On December 25th, a year after his last performance review, the Chief Justice was evaluated yet again. Furious with the Chief Justice, the Chairman lambasts John for his poor performance as the head of the Lawbot Department, highlighting his shortcomings one by one. Right as he's about to announce the Chief Justice's termination, John interjects with a resignation. The now-former Chief Justice flips this review around on the Chairman, criticizing his questionable decisions and lack of leadership capabilities. And with that, John Robolts resigns from C.O.G.S. Incorporated.[10]
December 26th, 2019-February 11th, 2020
With the Chief Justice's disappearance, the resistance rangers investigate the Cogs further. They send their recruits to every Cog Headquarters to gather as many memos as they can find. The recruits report back to the resistance rangers as everyone plays their part to uncover the secrets behind C.O.G.S. Inc, including Elvis Purrsley, a resistance ranger and singing sensation. Examining their newly recovered documents, the information contained would shed some light on the disappearance of the Chief Justice. They found memos from the other Department heads discussing the Chief Justice's departure,[11][12] the Chief Justice's pension statement for his retirement,[13] and a shredded up pink slip. As they pieced it back together, it was revealed to have been issued to John Robolts, the Chief Justice.[14] This would mistakenly lead the rangers to believe the Chairman had fired the Chief Justice. Additionally, another document revealed the Chairman had already found a replacement for the position. Trying to uncover the name of this mysterious Cog, the only words made out are "Stand In".[15]
Given his resignation, the Chief Justice would need to be replaced. A former Big Wig Cog by the name of Atticus Wing was selected by the Chairman to temporarily fill in for John's absence as the Witness Stand-In. Atticus was a version 2.0 Cog who lost his Big Wig "shell" in a workplace incident, explaining his Skelecog appearance. This incident involved Atticus saving his husband, a Legal Eagle named Clancy Wing, from a large falling object, being struck by it in the process.[16]
February 21st, 2020
Having taken the mantle as the head of the Lawbot Department, the resistance rangers turned their focus towards the Witness Stand-In. Rangers Scout, Vinny, Reid, and Elvis infiltrated the Lawbout Courthouse and faced off against the Witness Stand-In.[17] The events surrounding this assault are not entirely known, and no conclusive victory would be reached. The Witness Stand-In was caught by surprise from the attack, but would later recover.[18]
Phase Three
March 23rd, 2020
Regrouping at the Resistance Outpost, the new goal is clear to the rangers: take down the Stand-In. Focusing their attention on the Witness Stand-In, the resistance ranger Rocky initiates phase three of Operation: Break The Law. The resistance approves of the Toons' proficiency in thwarting the Lawbot Department and rewards them for their efforts. Tutorial Tom is brought out of retirement as Ticket Tom, hosting a raffle giving Toons a chance to earn prizes.[19] A new Toon would help aid the resistance known as Agent Seven or Cannoli. Cannoli informed Toons about the Witness Stand-In and how to infiltrate his Courthouse tactically.

During phase three of Operation: Break The Law, a familiar building would show up with an unfamiliar face. Count Erclaim's Abode was back in Lawbot Headquarters, but this time possessed by the Redd 'Heir' Wing. Redd is revealed to be the adopted son of Atticus Wing, the Witness Stand-In. Upset with the Toons' treatment of his father, the Redd 'Heir' Wing battles against them in an effort to make his father proud. However, Redd's attempt would prove futile as he's defeated by the Toons. Upset with his son's reckless actions, the Witness Stand-In chastises Redd. Although, Atticus is impressed with Redd's performance and takes this as an opportunity to upgrade his son's battle capabilities against Toons. This treatment was also given to other important Executive Cogs stationed around Toontown including the Derrick Man and Director of Land Acquisition.[20] Unsurprisingly, the Redd 'Heir' Wing would be once again defeated by the Toons and flees Lawbot Headquarters.
Throughout phase three of Operation: Break The Law, the wellbeing of Atticus Wing would deteriorate. The continuous conflict with the Toons and poor state of affairs within the Lawbot Department had taken its toll on the Cog. During his jury trials, Atticus' dialogue grew increasingly cynical, his comments towards Toons more spiteful.[21] Matters became worse when his family was brought into the picture. His adopted son, Redd, in an attempt to prove himself and alleviate his father's troubles, would only serve to further stress Atticus upon Redd's defeat at the Toons.[20] His husband, Clancy Wing, would leave him for unknown reasons, causing Atticus' mental state to further spiral.[22]
June 25th, 2020
After John Robolts resigned as Chief Justice, the Chairman began searching for a replacement to head the Lawbot Department. With a committee comprised of figureheads and secretaries of the company, he began hosting interviews for the position. They interviewed multiple suits, but none were suitable candidates. While the interviews were taking place, Lord Lowden Clear infiltrated the Cogs' base and made his way to the interview under a made up Cog disguise by the name of "Clover." Wearing a makeshift Lawbot suit using the head of the Chief Justice statue, Lowden prepared for the interview in an attempt to steal the position and sabotage the Cogs. His interview goes unexpectedly smoothly, leaving a strong impression on the Chairman. The Chairman excuses Clover, hoping to have him back sometime for a second interview. But right as Lord Lowden Clear is about to exit the office, an unknown Cog enters the room, grabs Lowden, and throws him out a window. Alarmed by this, the Cog reassures the committee it was a Toon in disguise. Her interview goes remarkably well, even better than Clover's, landing her the position. This Cog was Diane Morsecode, who would go on to become the Chief Legal Officer for C.O.G.S. Incorporated.[23]

With Operation: Break The Law almost complete, the Resistance ready themselves for the final step. With all preparations complete, resistance rangers Scout, Vinny, Reid, and Elvis storm the Lawbot Courthouse once more and initiate an attack on the Witness Stand-In. Battling through waves of Lawbot Cogs, the rangers make their way to the Witness Stand-In's office. Here, they briefly converse with the Witness Stand-In and learn that the Chief Justice had not been fired, but rather quit. Additionally, he informs the rangers of an ongoing corporate restructuring at C.O.G.S. Incorporated, hinting that the resistance may not be as close to victory as they believe. Low on resources, the rangers attempt to retreat from the Courthouse, but Elvis appears to have a plan. Jumping into a cannon, Elvis Purrsley launches himself at the Witness Stand-In.[24] Atticus Wing, the Witness Stand-In, was pronounced dead after this encounter, and Elvis Purrsley would go missing.[25] The Chairman later put out a memo regarding Atticus Wing's death and that his lawful heir, Redd 'Heir' Wing, would inherit his father's estate. The estate was so large that Wing's insurance company, along with 16 other companies, went bankrupt while attempting to pay out the policy.[26] This resulted in Redd becoming a near-trillionaire and the only member of the Wing family.[27]

Nearly a month after the C.L.O.'s hiring process, the Lawbot Department would receive a complete makeover. Lawbot Cogs got updated appearances, even equipt with new personality drives. New Specialist Cogs were hired into the Lawbot Department and the Lawbot Headquarters itself was completely rebuilt with a brand new look.
The earliest mention of Operation: Break The Law was from a social media post on May 27th, 2019.
Doe Vinci and Rocky would host a Q&A in the official Corporate Clash Discord on February 29, 2020. Each of the Resistance Rangers had their own account inside the Corporate Clash Discord as well.
Lawbot HQ's redesign was shown off as early as the April Toons 2019 event, where Toons could collect fragments of its layout blueprints.
The posters teasing the event would later be used as paintings in the C.L.O.'s Executive Lawfice.
