The ??? is the unknown C.O.G.S. Boss of Boardbot Headquarters.

Resistance Rangers have been unable to infiltrate the Boardbot Headquarters, making it difficult to gain additional information on their headquarters and Boss. One day, Toons will be asked to infiltrate the Boardbot Headquarters, their Cog Facility, and to defeat the department's Boss.
