The Chief Legal Officer (or C.L.O. for short) is the new LawbotBoss found in Lawbot Headquarters and is available to fight once Toons have completed their Lawbot disguise by infiltrating the Lawbot Lawfice. After the Chief Justice resigned, The Chairman quickly appointed her as the new Boss of all Lawbots. Her task is to help migrate the Judiciary Law lifestyle into Corporate Law. She is seen doing so in the Executive Lawfice that is located within Lawbot Headquarters. The Chief Legal Officer has a much harder Overclocked variant of her boss fight.
The exclusive reward for defeating the C.L.O. are Cease and Desists. This base number starts at 6, but can be increased by +2 by the Level 30 department boost, Boosters, and Surplus Sunday. The C.L.O. will also reward 4 Unites that can only be increased by +1 with the Surplus Sunday bonus.
After defeating the C.L.O. Toons will also be promoted to the next Lawbot Suit and will need to gain a certain amount of Patents to fight the boss again.
Toons fighting against the C.L.O. will have Content Sync applied to them. They will be synced down to the following stats:

The Cog Round
The boss battle begins with a cutscene showing Lauren Ordier and Bumpy Bumblebehr, wearing a random Lawbot disguise, preparing the Toons to infiltrate the C.L.O's meeting to re-educate the Lawbots about corporate law. As they enter, the C.L.O. immediately notices that they are late to the meeting and ask for an explanation. Lauren fails to convince the C.L.O. that they are Cogs and her disguise fails, revealing that she is indeed a Toon, causing the other disguises to fail as she runs out of the building. The C.L.O. then asks Lawbots at her table to come up with a method to deal with the Toons. One Cog eventually says a poor method, causing the C.L.O. to drop the entire table with the seated Cogs into a pit built in the floor. The table falls back down from the ceiling, empty, and the C.L.O. calls for other Cogs to get the Toons.
Toons will then be split into two battles (or one if there are 4 or less Toons). Cogs will spawn from one of the paintings on the wall ranging from Levels 7-16 with one of the starting Cogs being a guaranteed Level 17. The next round will begin once all Cogs have been defeated.
The Cannon Round
The Sound Meter
Once all Cogs have been defeated, the C.L.O. comments on how she would've known the Toons would interfere with her plans, and suggests sending them to the slammer. Hammers shake the entire room, causing papers on the table to fly into the air. Bumpy suggest entering a cannon and shooting into the Cogs, which are there to collect said papers.
The goal of this round is to fire your Toon into Cogs to collect papers which will fill the Sound Meter on the right of the screen. Reaching specific thresholds on the meter will unlock a stronger Sound Gag used in the Final Round.
Cogs will fly out of the painting frames every ~10 seconds. Lower leveled Cogs will earn you fewer points but will have more predictable and straight patterns. Higher leveled Cogs move in sporadic patterns but give more points. When a Cog is hit by a Toon, it will spin around for about 2 seconds before exploding. This gives other Toons a short window of time to hit the Cog as well, gaining Sound points.
Executive Cogs will occasionally fly out of the painting frames as well. These Cogs are faster than others but reward a greater boost of points to you and a quarter of the points to all other Toons. These Cogs can be identified by their black suits and yellow nametags.
After reaching a full sound bar, any Cog destroyed will give a small amount of Sound points to all other Toons.
After a set time collecting papers, Bumpy will exit through one of the back doors and will ask the Toons to check on what he found. The C.L.O. stops them dead in their tracks, saying that Bumpy's stealing of corporate property is a serious offense. Her backup plan is to turn on one or two lights (depending on the number of Toons present) that summon Virtual Skelecogs.
Toons will then be split into two battles (or one if there are 4 or less Toons). Virtual Skelecogs will spawn from the lights ranging from Levels 9-17 with one of the starting Virtual Skelecogs being a guaranteed Level 17. The next round will begin once all the Virtual Skelecogs have been defeated.
The C.L.O. Fight
Once all of the Virtual Skelecogs have been defeated, the final battle against the C.L.O. begins. The C.L.O. realizes that her employees cannot fight the Toons, so she insists on fighting them herself. Bumpy had turned the previously collected papers into "Sound Evidence", which are given to the Toons to have a fighting chance against the C.L.O. The box of evidence is always located at the entrance. Toons are given a maximum amount of 30 uses before they have to restock at this box.
The C.L.O. has 1500 health. Cogs will fly around the battle arena throughout the fight, taking on multiple roles depending on their type. Cogs will spawn from levels 1-10, starting out on the lower end and reaching the higher end as the C.L.O. loses health.
C.L.O. Attacks
The C.L.O. has multiple attacks she can use, some of which can only be used after she falls below 50% HP. The C.L.O. will also move freely around the room, targeting Toons. Coming into contact with the C.L.O. will damage Toons. A Toon targeted by one of the C.L.O.'s attacks will have ared exclamation point icon appear above their head. The following are the C.L.O.'s attacks:
Paper Shower: The C.L.O. sprays close-range papers out in the 4 cardinal directions. This attack will also always be used after she wakes up from a stun or gets pushed into a trap. This attack can be dodged by either staying out of range or standing diagonally to her tank treads.
Book Throw: The C.L.O. targets a Toon and throws a line of Books at them. This will only be used against Toons who are relatively close to her.
Jump: The C.L.O. jumps and slams down on the ground. Any Toons who do not jump upon her impact will take damage. This attack is indicated by ablue exclamation point over your Toon's head.
Tornados: The C.L.O. will gain access to her Tornado attacks after she falls below 50% HP. 4 Tornados will shoot out diagonally from the C.L.O. and travel across the room, damaging any Toons who come into contact. This attack is indicated by agreen arrow.
Note that the Cogs flying around the arena will occasionally attack a Toon, indicated by a gear icon, attempting to collide with and damage them. Taunting (done by pressing the Seconday Action key) will ensure that any Cogs nearby will target the taunting Toon. The Virtual Skelecogs near the evidence box will damage any Toons that come into contact with their spotlight.
Destroying Cogs
Toons can destroy Cogs by using their Sound Gag, activated by clicking the Sound button at the top of the screen, or by using the Primary Action key (F by default).
The Cogs must be near the Toon and in front of them to receive damage. The amount of damage they take is dependent on the level of your Sound gag. The Virtual Skelecogs near the evidence box cannot be destroyed. Destroying a Cog will drop a Treasure proportional to 1/2 of the Cog's level. Note that the Cog used to stun the C.L.O. will not drop a treasure. Destroying a Cog near the C.L.O. will stun her and cause her to take damage.
Stunning the C.L.O. & Luring Cogs
The C.L.O. can only be stunned when a Cog explodes next to her. Toons can "taunt" the Cogs to lure them over to their location by using the Seconday Action key (G by default) or by clicking the taunt button at the top of the screen. Toons can stand near the C.L.O. to bait Cogs near her, setting them up for a stun. Taunting costs 10 Sound Gag uses instead of 1. Note that while it takes away 10 uses, Toons can still taunt with 1-9 Sound Gags left. Destroying another Cog near the C.L.O. while she is stunned will not reset the stun duration.
Pushing the C.L.O.
After the C.L.O. is stunned, the Toons are then given the opportunity to push her into a nearby Trap Gag, assembled by Bumpy. The higher the level your Sound Gag is, the further it will push her. There are eight of these that circle around the room, and two in the center. The Trap closest to the box of Sound Evidence is a Trapdoor (160 damage), while the rest are Quicksand (115 damage). Once the C.L.O. has been pushed back into an active Trap, she will take damage and be teleported to a random part of the battle arena.
After falling, 4 Operations Analysts will surround the C.L.O. to act as a stun shield, and must all be destroyed in order for the C.L.O. to be stunned again. The shield will start with Pettifoggers, and will use the stronger Conveyancer and Advocate specialists more frequently as she loses health. The amount of health the specialist has is dependent on which Cog they are:

Defending Traps
Periodically, Executive Cogs will fly down and look for Quicksand Traps to sabotage. The Cog will hover over the trap, taking it roughly ~7 seconds to disable it. Disabled Traps are identified by their red hue, and players will receive a warning when an Executive Cog is attempting to disable one. Destroying the Executive Cog before it can finish breaking the Trap will cause it to return to normal.
The C.L.O. will not move towards disabled Traps when stunned, unless the Trap was disabled during her stun. In this case, the Quicksand Trap will be removed once the C.L.O. is pushed to it, but she will not sink into it. Bumpy Bumblebehr will run around the room, repairing disabled Traps. Executive Cogs will never target the Trapdoor.
Phase Changes At 50% health remaining (750 HP), the C.L.O.'s treads will turn green, give her a speed boost and she'll stay stunned for a shorter duration. Additionally, she can also spawn tornadoes that go out in an X-formation. The C.L.O.'s Operations Analysts will now only spawn as Conveyancers or Advocates.
Strategy
Every Toon should focus on each job as the fight can be unpredictable. For example, if you notice no one is defeating the Executive Cogs disabling Traps you should prioritize that over attempting to stun the C.L.O. If you are running low on health, taunt Cogs over to you and destroy them to collect their treasures.
A common strategy is to have some of the Toons with high-level Sound Gags (Foghorn and Elephant Trunk) blast through the stun shield and have some Toons with low-level Sound Gags (Aoogah and Bugle) use the Taunt key to diverge the Cogs and allow others to stun the C.L.O. While being this close to the C.L.O. you should stand on the corner of her tank treads to avoid her paper shower attack.
To avoid getting damaged from the C.L.O.'s jump, wait one second before jumping after the alert.
Ending
Once the C.L.O. reaches 0 HP from falling into a Trap, she will slowly roll towards the Toons until the floor beneath her opens up, causing her to fall backwards into it. The floor closes back up, and all Toons who survived until the end will do the battle victory dance and receive their Cease & Desist and Unite rewards.

Trivia
A chief legal officer is an executive lawyer of a legal department within a company.
The C.L.O.'s name was initially revealed on the cogs.ink website, although she has been first addressed as "Ms. Morsecode" by Judy.
The C.L.O. first appeared in the comic "Lawfice Space", though her face was out of scene or obscured.
According to the comic, she used to work for S.C.R.E.W. LLC under the premise of a general counsel for 4 years. The location of the company happened to be in Smalltown, Pens-sylvania.
It was also said that she was manufactured in Chicogo.
The Executive Lawfice contains pictures of the 8 main Lawbot Cogs, a security Goon, and The Chairman.
The C.L.O. is the only Boss Cog with a feminine figure and design.
While Level 1 Bottom Feeders usually disable the option to skip this boss's cutscenes, it can also be disabled if someone has fought against the Chief Justice but not against the C.L.O,.
During the first cutscene, the disguised Toons will not sidestep for Lauren's escape if there are 6 Toons or less.
The C.L.O. is the only C.O.G.S. Boss that cannot be defeated by direct damage; she must be knocked back into a Trap in order to drop her health down to 0.
